Tony raises his eyebrows at Barry's claim that he can't have The Arrow. Though, he probably isn't wrong about him having his own team. Apparently Tony has waited too long. These superheroes have teams - people - that rely on them and vice versa. Tony remembers what that feels like. He knows it's not something that is easy to walk away from.
